The Centre of Excellence has been established through a tri-partite Memorandum of Understanding between the Judicial Institute for Africa, based in the Department of Public Law at the University of Cape Town;  the African Chapter of the International Association of Refugee and Migrant Judges, and the UNHCR.  It was agreed that the parties will cooperate to establish an English-language Centre of Excellence at JIFA that will deliver international refugee and asylum law courses as well as statelessness and nationality law courses to judicial officers, legal practitioners, asylum and refugee decision makers, and academics.
